The regional and local environment action plans

The aim of this field of the project is to help the agencies from the Region West to prepare, update and monitor the implementation of the Regional Action Plan for Environment and of the 4 Local Action Plans for Environment (at the level of the judets).

The aim of the Regional Environmental Action Plan is to update the planning tools on the regional level in the field of environmental protection. Thus it contributes to the definition of a regional strategy of sustainable development. The REAP allows to plan the financing of environment projects measures on a regional level. It includes also measures fir the reduction of impacts that other policies have on environment. Thus the REAP contributes to the definition of a regional strategy of sustainable development.

The REPA also allows the planning of financial means for environmental projects of regional level.
Through the preparation of the REPA and following the requirements of the European Union, the Regional Environment Protection Agency carry out a technical assistance for the resolution of environmental problems in the Region West. The Agency prepares in particular the implementation of projects together with local authorities:

• Definition of priorities
• Implementation of projects
• Participation of the public in the decision at local level

The priorities of the REPA are:

1. The waste management
2. The degradation of surface water
3. The administrative capacity of institutions, which have attributions in the field of environment
4. The demand of drinkable water
5. The air pollution
6. The education on environmental and sustainable development
7. The degradation of underground water
8. Tourism and leisure
9. The degradation of biodiversity and of natural environment
10. Health
11. Dangers from natural or man made catastrophes
12. Urbanisation development of transport infrastructure

The project aims at helping the achievement of these plans and at publishing them, including as far as possible maps and illustrations so that it becomes a reference document for all concerned administrations (local communities, water management authorities, forest, road authorities etc.). The project aims also at the good appropriation of the plans with the current Romanian legislation and to prepare a system for a regular updating of the plans.
