Autorisation of IPPC Plants

Through the EU Directive 96/61/CE from the 24th of September (IPPC Directive), the European Union prepared some common rules for giving authorisation to industrial companies. IPPC means Integrated Pollution Prevention and Control.

All the types of companies listed in the Directive, should obtain an authorisation for producing, trying to use the best available techniques and using an integrated way to reduce the risks and the pollution of the plant.

The objective of this component of the twinning project is to help the REPA in the preparation of the authorisation of 44 IPPC plants from the region West:

  • Application files from the companies should be analysed and emission values defined, based on the local conditions
  • Agencies should then negotiate the planning and the conditions of the measures for the plants to be conform with the emission value limits (in particular when impacts of pollutions are crossing the borders of the country
  • Organise the necessary training activities
