The Environmental Impact Assessment
The environmental evaluation should secure a good integration of environment in the preparation of projects, plans and programmes
The aim is to:
- Help the responsible of the projects to set up a project more respectful of the environment
- Help the administration, which receive the application of the project to take a good decision about the project
- Inform the public and ease its participation in the decision
The environmental evaluation could be done at two different levels: the level of the projects and the level of the plans and programmes.
- The environmental evaluation of projects (or Environmental Impact Assessment), precise that projects, which could have an impact on environment should be submitted to an evaluation of their impact on the environment
- The environmental evaluation of plans and programmes is requested for planning documents (urban plans) or for other sectoral planning documents (i. e. transport, waste management or water)
The Community law on this subject is given by:
- The EU Directive 85/337 from the 27th of June 1985 on impact assessment of given public or private projects on environment
- The EU Directive 2001/42 from the 27th of June 2001 on the evaluation of impact of given plans and programmes on environment
- The EU Directive 2003/35 from the 26th of May 2003 on the participation of the public during the preparation of given plans and programmes on environment and modifying on this topic the EU Directives 85/337/CEE et 96/61/CE.
The goal of the twinning project in this field of activity is:
- To evaluate the reports of EIA of projects, plans and programmes, which are transmitted to the agencies
- To develop the cooperation between the REPA, the local partners and the civil society
