The development of Institutional Capacities

The REPA was created very recently. Before that, only Local Agencies existed. Therefore it is now necessary to:

• Precise and write down cooperation procedures between REPA and local agencies, and then the other institutions;
• Install the REPA in its new roles by training activities;
• Propose solutions for stabilise organisation charts;
• Create more cohesion within and around (network of direct and indirect partners) the REPA.

This part of the project aims at:

• Evaluating the existing capacities on the regional and local level, taking into account all what the teams will have to do;
• Then to make some recommendations on the necessary human means, their distribution responsibilities, their training;
• And then to train the teams according to the needs identified.
