The table of the 9 twinnings environment
European PHARE programmes aim at helping countries accessing to the European Union to implement the so called " acquis communautaire ". They are based on institutional twinning between ministries from an accessing country and from a member state and are based on a twinning contract, defining the work plan.
In the framework of these PHARE programmes, Romanian authorities have launched 9 calls for proposals for the strengthening of the Regional Environment protection Agencies (REPA) created recently (one project for each of the 8 regional agencies plus one coordination project positioned at the National Environment protection Agency (NEPA).
Each of the 8 regional twinning has its own " speciality ". During the live time of the project, it has to create a focal point on a specific aspect of Environment protection. About half of the work aims at helping the Regional Agencies for its daily tasks. The second half consists in developing instruments and methods for a specific aspect. For the project in Timisoara, the Focal Point is on the implementation of Natura 2000.

To be mentioned that the Twinning project in Pitesti is implemented by ADEME (French organisation) and that numerous experts will be common to both projects. The planning of expert missions will be organised in order to build synergies between projects and let one project beneficiate from the tools developed by the other.
