The project of Timisoara

European PHARE programmes aim at helping countries accessing to the European Union to implement the so called " acquis communautaire ". They are based on institutional twinning between ministries from an accessing country and from a member state and are based on a twinning contract, defining the work plan.

In the framework of these PHARE programmes, Romanian authorities have launched 9 calls for proposals for the strengthening of the Regional Environment protection Agencies (REPA) created recently (one project for each of the 8 regional agencies plus one coordination project positioned at the National Environment protection Agency (NEPA).

Each of the 8 regional twinning has its own " speciality ". During the live time of the project, it has to create a focal point on a specific aspect of Environment protection. About half of the work aims at helping the Regional Agencies for its daily tasks. The second half consists in developing instruments and methods for a specific aspect. For the project in Timisoara, the Focal Point is on the implementation of Natura 2000.

To be mentioned that the Twinning project in Pitesti is implemented by ADEME (French organisation) and that numerous experts will be common to both projects. The planning of expert missions will be organised in order to build synergies between projects and let one project beneficiate from the tools developed by the other.

The transfer of know-how will be based on:

  • A detailed wok plan with a precise calendar
  • A Romanian Project Leader, Mrs Gabriela LAMBRINO (Director of the REPA Timisoara). She coordinates activities on the Romanian side. She is co-responsible with the French Project leader of the good execution of the project
  • A senior project leader based in France, Mr Denis DELCOUR (Director of Directorate for Environment
  • Protection in Alsace). He is responsible for the coordination of the project and its implementation. He has contact with French and Polish authorities and makes sure that experts are available and that missions are well prepared
  • A junior project leader, based in Poland, Mrs Krystyna WOJCIECHOWESKA, who is responsible for the coordination of the Polish experts
  • A Resident Twinning Advisor (RTA), based in Timisoara, Emmanuel THIRY. He helps Romanian authorities for the implementation of the project for achieving the expected results. He is in daily contact with local authorities and all partners involved
  • An RTA counterpart, Mr. Dragos SIRBU, working at the REPA. He is responsible for the management and the technical coordination of the twinning project concerning the administrative and technical means
  • Component leaders (experts), who help the projects leaders and the RTA in their field of expertise
  • French and Polish short term experts, who come to Romania in the framework of workshop, seminars training sessions, ...
